Uzbekistan Introduces Register for Private Employment Agencies

Uzbekistan has approved a new administrative procedure governing the inclusion of legal entities in the Register of Private Employment Agencies, formalizing access to the employment services market.

The regulation establishes a unified process for registration, record-keeping and updating information in the Register, strengthening transparency and regulatory oversight.

Scope of regulation

 

The procedure applies to legal entities intending to provide the following services:

  • job placement for individuals within Uzbekistan;
  • recruitment services for employers;
  • information and consulting services in the field of employment.

Only entities included in the Register are permitted to carry out such activities, in line with the Law on Private Employment Agencies.

Application process

 

Applications for inclusion in the Register may be submitted:

  • through Public Service Centers; or
  • via the Unified Portal of Interactive Public Services (EPIGU).

The process is structured as a state service with defined timelines and procedural steps, including digital submission and tracking.

Register administration

 

The regulation also sets out:

  • rules for maintaining the Register;
  • procedures for making changes to registered information;
  • requirements for transparency and accessibility of data.

Licensed entities engaged in overseas employment services are automatically included in the Register.

Regulatory context

 

Under Uzbek law, only registered private employment agencies are allowed to operate in the employment services market, ensuring compliance with licensing, reporting and consumer protection requirements.
